The City Council of Redován wanted this year’s celebration of World Environment Day to focus on the work carried out in this area by the Colegio Sagrados Corazones, and, therefore, this day was celebrated with the students and teachers from college. The school center has been developing the project ‘RedovánpolisGo! The sustainable people’ that has just received the first prize at the national level in the category of health, well-being and food in the XII School Contest ‘Let’s take care of the Environment’. The Councilor for the Environment, Ramón López, has assured that “it was worth delaying the celebration of this day that took place yesterday, Sunday, to be able to share it with such an important asset in caring for the environment in Redován, such as the school ”.
The mayor, who has been accompanied by the Councilor for Education, Rebeca Martínez, and the mayor, Nely Ruiz, as well as management personnel from the school and those responsible for Redovánpolis, added that these workshops and activities “we want them to serve as a token of appreciation fromall the people of Redován to the work that is carried out in the school, since it is very important that we contribute to improving the environment from childhood and in our homes, through recycling, the reuse of objects and with this, we reduce thewaste that we generate.In this sense, he has recalled that on many occasions it is the boys and girls who take home everything they have learned and encourage their parents to recycle.
During the morning, different activities were held, among which the presentation of the ecological municipal school garden stood out, “which comes to enrich that environmental and sustainable project of the school and for whose implementation the City Council has also collaborated”, he said the concilor.
For its realization they have had the collaboration of the Vega Baja Sustainable Consortium, which has developed the recycling workshops and the boys and girls have had the opportunity to see closely the truck that is in charge of the equipment collection service, as well as the sweeper of the latest generation that is used in cleaning the streets of Redován “which we have labeled with the logo of the school project, so that it can be made known throughout our town”, indicated the mayor.
Redován 23/5/2022. Redován Town Council has launched the tendering process for the works on Calle Abajo. This street, located in the heart of the old part of the town, has obsolete sewage and drainage networks, which led the Redován Council to apply for funds from the Alicante Provincial Council’s Plan + Water 2021, which will cover the 150,000 euro budget for the work. The councillor for Town Planning, José Nájar, reports that the malfunctioning of the water infrastructure in Calle Abajo, given its age, causes constant breaks, “with the consequent inconvenience for the people who live there”, and adds that the planned action will not only completely remodel the underground pipes, “but will make this street much more accessible, as it will be redeveloped on a single platform, with no difference in height between pavements and roadway, maintaining the aesthetics of nearby streets in the old town that have already been remodelled”.
The works project indicates that the current sewerage network consists of concrete pipes, of small diameter and with hardly any house connections. With regard to the sewerage system, the pipework is also of insufficient diameter, added to the age of the network, while the water supply network has the same problems of age and breakdowns, which has led to excessive maintenance costs and constant water losses. On top of all this, the network is not meshed, so when there are breakdowns the number of users affected is greater than it should be.
The work will consist of replacing all the pipes in the sewage and water supply networks and then resurfacing the street with prefabricated cobblestones in which the road and pavement will be colour-coded. For José Nájar, “with these improvements, Calle Abajo will gain in terms of infrastructure, accessibility and image”. The execution period will be four months once the work has been awarded to a company and work begins.
The Town Council of Redován has launched, through the Town Planning Department, the annual campaign to clean up plots of land, through which owners of undeveloped land in the municipality are reminded that it is necessary to keep them in good condition to avoid the appearance of insects and rodents that cause inconvenience to the public. The councillor for Town Planning, José Nájar, has been in charge of presenting this campaign “for which on this occasion we have chosen to send a letter to all owners of plots of land in Redován urging them to clean up before 15 June, after which date the Local Police will monitor whether or not this has been done and the appropriate measures will be taken by the Town Council”. Nájar pointed out that this year, “instead of issuing a Bando de Alcaldía as has been done on other occasions, we have chosen to distribute this poster around the town, which is much more visual and which we think will reach more people who can see it”.
If I can do it, you can do it’, is the slogan of this campaign, which has also adopted the hashtag #RedovánMásLimpio that will accompany the publications that will be made every week on social networks. “The idea is to create a weekly photo album in which we can review the plots that are being cleaned”.
Municipal Ordinance
Since 2020, Redován has had a Municipal Ordinance on Neighbourhood Coexistence which establishes the obligation to maintain these plots in hygienic and healthy conditions. The municipal responsible has recalled that this regulation establishes fines for those who do not clean their plots “which can range from 750 to 1,500 euros, but I have to say that this campaign has no desire to collect money, but the only thing we intend from the City Council is that the land is cleaned and that, thereby, their owners contribute to our municipality is cleaner and do not generate problems of coexistence between neighbours.
Nájar pointed out that “the best time to carry out the clean-up is precisely now, during the months of May and June, and this year it is more than necessary, given that the rains in March and April have caused the plants to grow a lot and have brought forward the nuisance of mosquitoes and other types of insects”. He thanked those who have already done their duty and appealed to those who have not yet done so to get started as soon as possible.
Redován Town Council today presented its budget for 2022. The presentation was made by the mayoress, Nely Ruiz and the councillor for Finance, José Nájar. The two councillors have outlined a budget that keeps taxes frozen for this year and increases aid for associations and groups. The budget has an expected income of 6,069,827.14 euros and expenditure of 5,994,827.1 euros, which allows the council to maintain budgetary stability.
The mayoress assured that “this is a realistic budget, which maintains budgetary stability and includes some new expenses, because this year we hope to enter a period of some normality after the pandemic and we wanted to make a budget that marks the recovery, in all senses, of our municipality”. In this sense, the budget includes an increase in items to encourage citizen participation, in Youth and Culture, as well as for festivities or Christmas and neighbourhood activities. “The aim is to minimise the emotional impact of the last two years of the pandemic,” said Ruiz.
On the other hand, the budget also includes items for commercial activity, as well as for the promotion of tourism, with 10,000 euros. “It is worth remembering that for the third consecutive year, the suppression of the fee for occupying the public highway with tables and chairs has been maintained, with the aim of reactivating the local economy,” said the mayoress. Ruiz also stated that “we are also going to increase the amount of each subsidy for local associations, with the intention of promoting the activities of the different groups”.
For his part, the councillor for finance, José Nájar, explained the amounts in the document. He stressed that the budgets are realistic and this is reflected in the downward adjustments to the expected income compared to other years. Thus, in absolute terms, income in chapter I is down by -5.37% to 2,117,967 euros. The forecast for indirect taxes in chapter II is -13.33% with a forecast revenue of around 130,000 euros and taxes -7.87% to 896,981 euros. “We are freezing for another year the taxes for the residents of Redován with the commitment of the Town Hall to help as much as we can to get out of a complicated situation due to the Covid-19 pandemic,” said Nájar, who added that “for the year 2022 we maintain the bonuses for social groups such as pensioners, large families, the unemployed, the disabled and young people”.
With regard to the expenditure forecast, Nájar wanted to highlight the increase in social aid, subsidies to local groups, an increase in the Culture, Youth and Commerce items, as well as stating that “in this financial year 2022 the Town Hall is going to make investments for a total amount of 6,532,107.09 euros, financed through its own funds included in the budget, as well as subsidies from different Administrations”.
Also contemplated, in Sports, is the construction of a paddle tennis court and the repair of two tennis courts, as well as an investment of more than 15,000 euros in improvements to the football pitch, and the contribution of more than 27,000 euros for the construction of a new 7-a-side football pitch of which the Diputación de Alicante will cover the rest. In Infrastructures and the Environment, work will be carried out in the municipal area of the Sierra, as well as the signposting of public roads and the paving of the Town Hall square. Investments are also envisaged for the renovation of the drinking water network, the refurbishment of the gymnasium and the public centre for the elderly, as well as the extension of the cemetery. “We have many projects currently underway and others that we want to be a reality as soon as possible, so we will continue in this line of continuing to improve Redován day by day,” said the mayor of Finance.
Redován Town Council is calling for the cancellation of the Vega Baja Territorial Action Plan as proposed by the Generalitat Valenciana. This document, which sets out the future development of the region, cancels, in the case of Redován, the development of two residential sectors and one industrial sector totalling 232,500.70 square metres. The allegation presented by the Redován Town Council revolves around these developments which, according to the PAT, would once again be considered as green infrastructure, and the damage this would mean for the municipal coffers. The councillor for Town Planning, José Nájar, has put the loss of investment in the municipality at more than 195 million euros “taking into account that, according to the Valencian Institute of Building, the average cost of construction is 720 euros per square metre and 120 euros per square metre for the cost of urbanisation, if we multiply the square metres that would no longer be developed by the 840 euros cost per square metre, the investment lost is 195,300,588 euros”.
This, in turn, has a direct impact on public finances which, as reflected in the allegation, “has not been taken into account”, the councillor points out. The loss of income from IBI, IAE, IVTM, ICIO, IVTNU and taxes would amount to 1,145 euros per inhabitant per year, so that if the 1,931 homes planned in the two residential sectors are no longer built, and taking into account an average of 2.5 people per home, the municipal coffers will not receive 5.2 million euros each year. “The PAT does not foresee the socio-economic impact it will have on the municipalities, so we consider that this alone is sufficient reason for its annulment,” Nájar points out. The municipal official adds that the local administrations “are faced with a huge problem, as the economic consequences of the TAP have not been evaluated and, therefore, we will not be able to make a forecast of future growth”.
From the Redován government team “we want the particularities of the Vega Baja in general and those of Redován in particular to be taken into account”. In Nájar’s opinion, it is necessary to plan for the future, but it is necessary to articulate “the growth of each municipality together with that of the rest of the region, to achieve a structured territory through the infrastructure we need (water, roads, etc.) and which is not reflected in the PAT”. The Town Council considers that, given that the urban development sectors that are to be extinguished for their integration as green infrastructure are developed in accordance with the regulations in the General Urban Development Plan, “the PAT does not provide sufficient reasons for their declassification”.
The Plenary of the Redován Town Council has unanimously approved the suspension of the terrace tax for bars, restaurants and cafes in the town for this year. This is the third consecutive year that this measure has been adopted, with which, as the Councillor for Finance, José Nájar, explains, “we intend to support the hospitality sector which has been and is one of the most affected by the pandemic”.
The councillor adds that in 2022 “there is no longer as much economic aid as in previous years, so from the Redován Town Council we have considered continuing with the suspension of the fees for the terraces to, in some way, promote their installation and encourage citizens to consume in them so that the benefits stay in our municipality”. In this way, the Plenary gave the go-ahead to the modification of the Tax Ordinance Regulating the Tax on the Occupation of Local Public Use Land with tables, chairs, grandstands and tables for lucrative purposes.
Among other things, during the plenary session held last Thursday, the Equality Plan of the Redován Town Council was also approved, as well as the change of name of José María Pemán Street, which will now be called Adolfo Suárez Street.
